The stealing / kidnapping of children is a big conspiracy theory about being sold and exploited. NOT saying it doesn't happen, just that over 99 % of kids taken in the country are taken by adults they know, usually custodial arguments. The joke is - he is one of the few who DO take children. I don't find it funny as people like the anti maskers used the excuss that kids shouldn't wear masks because they can't ask for help, etc.
