It's social responsibility, I think.
My take on it in Ireland is:
We don't have guns because even though guns can give us personal protection, if we have guns, more people will die. Guns can kill the people who buy them too.
We don't believe in anti-vax because even though anti-vax can give you personal protection, if we stop vaccinations, more people will die. Not vaccinating can kill the people who though it would protect them.
