how do you know its not pre-shrunk?

@bookofmoron Yes, but it's still sitting in that water, so using that concept, is it still in the "pre-shrinking" stage?
@bookofmoron Usually pre-shrinking is done in hot water as cold water affects the material composition in a different way.
@SiouxcitySue some things shrink in heat others in cold - simple physics
