His name is Salil Zaveri, though born in India he have lived in New York since 1969, is a citizen of the USA and like any good American thought it it was perfectly legitimate to carry a 9mm pistol in a concealed ankle holster while playing golf.
He shot the dog for stealing his ball and ruining his game, reasonable reaction, and was arrested two holes later, for carrying a concealed weapon and aggravated animal cruelty.
Wow and they say Asians cannot assimilate, I can't think of anything more American than taking a gun to a golf game.
