As he states when he challenges the price on his bill/receipt at the supermarket they do not demand his date of birth to discuss the matter with him. It seems that the energy people (& others do). It is not Australian law.
The simple truth is that these companies do not trust their employees & agents (particularly foreign Philippine or Indian call centre agents) to access their accounting records and so pass the responsibility to the customer.
Even the Federal government refuses to acknowledge this breach of Australian security.
