If con is the opposite of pro, is Congress the opposite of progress?

And why is it that when Republicans in Congress were refusing to vote on nominees or submit budgets under Obama, they were "standing up for their country," but when a Republican controlled Congress can't make a deal on DACA or Healthcare Reform they're the Democrats are called obstructionists?
