Congress asks that Canada be in any new NAFTA and trumper saids he would veto the bill.

He is like a 2nd grade kid saying do it my way or I will take the ball home.

He has shown that he enjoys being a bully and he is only concerned that he gets his way or he won't play.His actions on trade have hurt the country more than what the arrangements were before he started the tariff wars.
