Sadly, kids have always been expendable. London during the industrial revolution was built on the backs of the orphans of that time. At one time in America there were more rules/laws governing how one treated their horses than child labor laws. Orphanages in the 1800's adopted out kids to farmers in the midwest, most of those kids were used as labor in the fields. As long as industry has it's hands in the pockets of our elected officials nothing will change.
