Why Is It That You Can Own And Register A Vehicle Without A License, But You Can't Drive Without License?

You only need a valid photo id to register a vehicle, but to drive it you need a license.

Saying You Can Own A Vehicle But Can't Drive It Is Like Saying You Can Buy Beer But You Can't Drink It.

Where Is The Logic In That?

In Oregon, you cannot register a car without insurance and you do not need an id. You cannot get insurance without a license.

You can buy a gun but don't have to know how to shoot it, is that ok with you?
You can buy a piece of land but need a permit to build on it.
A parent can buy a car for their kid and the kid gets the license and drives it.
Owning a car and driving it therefore have no necessary correlation.
I'm sure they would sell beer to minors as long as they didnt drink it.

Makes perfect sense to me. If I want to invest in a vintage car, rent a car out or am just curating a museum, I shouldn't be forced to learn to drive the damn thing. Or maybe I'm disabled and have a driver.

It's your interaction (driving ability) with other drivers on the road that is the difference.
