It is as if we have an individual responsibility to the general health of society even if we risk our own health and that of our children by taking vaccines.

Agreed, but then neither is society constrained to allow un-vaccinated children to mingle freely and thus put others at risk. The Italy solution would be in order here. No un-vaccinated children may attend any publicly funded school or event. Those who object are not forced to comply, but neither is the populace at large subjected to extra risk.
