If you act like a twat then you can loose your licence. If you drive a car without one, you can be arrested.
It's a no brainer to have a short course on gun safety followed by the issuing of an alienable licence. If you used the gun illegally, then you can loose your licence. Next time you are seen carrying a gun you loose the licence.
What is not to like here?
