With those two you can licence all manner of stuff, from muzzle loading flintlocks to Hughes Chain Guns (no exageration) and still keep deaths by firearms pretty much limited to organised crime. Evidence-Australia.

Better communication between states and reporting of those unfit to own firearms. Licensing and training for owners. And I own multiple firearms myself. Including an AR-15 and a FiveseveN.
