Tough question. On the one hand, we are certainly all born with no concept of a deity. On the other hand, we do also seem to have a natural inclination toward magical thinking and cognitive biases/shortcuts.
Maybe it would be better to say that we are all born as little sponges - ready to soak up all sorts of stimuli and information, both good and bad.
