Turkey's religious authority has denounced "evil eye" talismans. Their fatwas bans them. Now, at this point in current state of affairs, that religious group has no legal power, yet. Since the talismans are very popular for lacals and tourists, i expect little to happen right now. But, it is Turkey, a nation run by an autocratic leader unafraid to follow the fundamentalists for his own gain.
