Of course he did. His claims that he thought Hillary was going to win so it was OK to mention more emails is BS. He knew what he was doing would harm her, Comey was protecting his job in case Trump did win he could keep his job. Comey got his job thru Obama and he knew what Trump thinks of Obama appointees.
He knew that many pols didn't like how he was running the FBI , that he was inept for the job. That or he is the dumbest SOB since Jimmy Carter's brother Billy, his plan didn't work he still got axed.
