Generally true with provisos.

If I'm afraid of people being incited by reading seditious or treasonous texts then I'm afraid of whether or not those persons may act unlawfully..

If I'm afraid of the book, then I'm afraid of the potential, consequential ramifications from the thinking.

To an extent it depends upon the contents of the text or speech and the state of mind of the reader.

Doth not the holy scriptures say beware the camel spits and he was.
