Considering that most drug laws were enacted to be able to arrest and discriminate against specific racial groups, and the "war on drugs" was enacted more to make the newly privatized prisons in the U.S. more profitable, this different approach, to me, makes more sense.

By the way, before I got a BA in Sociology, I got an AA in Addiction Studies. The proposed idea fits in better with what has actually worked in recovery programs.
