I discouraged him by putting a rubber band around the roll of TP for a couple of days until he lost interest. I still don't know how to stop him from emptying the litter box.

@OldGoat43 I have a litter tray which has plastic grating over the litter. Simply cannot get to the litter to spread it.

So how does the cat poop through the screen/grating? That sounds even more messy.

@OldGoat43 She doesn't, simply lift the grill, empty down the toilet and then wash and disinfect. I, being a lazy bastard, also line the top of the grill with the cheapest paper towel. This helps prolong litter life but also in 90% of poos simply means wrapping it up in the towel to dispose of it. I use bubble gum industrial disinfectant to sterilise. The tray is kept in the laundry room where the access to the big laundry sink helps facilitate cleaning.
