Most feral cats will bond with people once they feel they are "safe" with them....I've had a number of them over the years and they became just as social and sweet natured as the rest of them.

I have one that showed up after Hurricane Florence and she has no tail . She is so feral that she has moved in with me . She is eating as I write this .
