Harness is safer but be careful, they can slip out of the harness if they try hard enough. After all, cats are liquid.
A harness would be safer than something around their small fragile neck. Kitties can be choked very easily.
There's a pet store here I'm sure they have harnesses. I'll get one. I know a cat can slip out of a neck leash if it's a little too loose.
Please use a harness.

I put the harness on Nala...she does not like it. I may change my mind about taking my cats out because a few days ago (and not the first time) I saw a rather large dog wander through my back yard, unleashed! No one with it. What would happen if it came by with Nala out and decided it was going to have itself a cat? It's too bad a person can't take a pet out into their own yard without worrying about a dog attack. I'm not mad at the dog, it's the ignorant owners that piss me off. Don't know who they are or I'd say something.
