There is a lot of misconception about Juneteenth, the emancipation proclamation, and the 13th amendment.
A little history the emancipation proclamation was effective 1/1/1863, it only affected those areas still in rebellion, not any of the northern states, DC, or any of the southern states under union control. This was an unconstitutional executive order under the fourth amendment seizing property without compensation. But it laid the groundwork for future actions.
Juneteenth, is the celebration of the of General Granger reading General order #3 in Galveston TX. This was the first reading, of many, that occurred freeing the estimated 250,000 enslaved people in Texas. It had the force of law since Texas and the other southern states were under military rule, but could have been reversed once civilian rule was reestablished.
The 13th Amendment (Dec 1865) frees all slaves , but left a loophole.
Section 1. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.
Section 2. Congress shall have power to enforce this article by appropriate legislation
True freedom from slavery has eluded a large portion of Americans, black, brown and white, but most don't know it.
Sadly true that slavery is still a thing. People of color lag behind even white women in pay.

@MsKathleen I guess you didn’t read the statistics then because Asians make more than white, and black men make more than white women. Last time I checked black men and Asians were POC.

I worked at Louisiana State Penitentiary (AKA Angola) for 3 1/2 years and saw so much that looked like slavery. Angola is a prison plantation of 18 000 acres, and you'll see guys out in the fields picking crops by hand with guards on horseback as overseers.
There was an article about peonage I wanted to link to but it was not sharable or copiable. But you are right it is legally permissable slavery.
