What is a “notable fraction of cases”? The author or the CDC didn’t define it. I just wonder if they are having a knee jerk reaction after the blew the AIDS epidemic.

That is because 1) they are trying to fan homophobic flames and 2) it tends to be primarily spread by sexual contact. When someone says the word Gay bi trans lesbian or homosexual their minds automatically think of sex. They don't think of a person. They think of the sex.
