It is a framework for discussing and practicing some personal ethical principles in one's own life. Buttigieg seems to have cafe picked the nicer, affirming elements to espouse in his life and work. Plenty of non-politicians have done the same. It may be awfully convenient for a politician to couch things in religious terms, but given the circumstances, I relish this example of a gay man rubbing the noses of self-righteous in the irony of their own hypocritical hateful interpretations of doctrine that they claim to be based in love.
