According to news investigation into tp shortages, this is not because hoarding but that usage has shifted from the type used in businesses and schools to the brands for home use all the time and production has not been able to keep up with demand since this has always been a just in time model.
That makes a lot of sense. But there's no denying that initially, people were buying 4 or 5 or more Jumbo Costco Family Packs.
Although, even that was predictable...
Edit: not that Covid was predictable or not, just that given any crisis situation (some) people stock pile.
