I don't believe in mandating.
I always felt that the better way is to offer the carrot.
Covid
If you are vaccinated and get the disease you do not have to use your sick leave but can access Covid leave
If you are unvaccinated you use your sick leave

Parents of children
If your child is vaccinated and gets a notifiable disease then you can access special leave to care for them
If your child is unvaccinated you use your sick leave or leave without pay.

Also better education about vaccines meet the anti vaxers head on and discuss their concerns and show them the data that we have.

I put off my covid vac until I could get the vaccine I wanted (I was mandated to be vaccinated to work and I needed to work or I would have lost my house due to lack of mortgage payments)
However I refused to test myself weekly, I only tested if I felt sick) Had I tested weekly (as we were asked to do not mandated) then a positive would mean I lose 10 days of my sick leave.

As the NT had closed its border we skipped the worst of it. The borders were opened on the vaccine being available for all.

Stop thinking of covid medicines as vaccines, they are not.

"If you are vaccinated and get the disease" then that would be a breakthrough infection. This happens with all vaccines but is termed rare and occur as no medicines are 100% effective with all individuals. You do not expect breakthrough infections within the vaccinated group.

But with covid "vaccines" breakthrough infections are the expected norm rather than a rare occurrence are they not? So if one must insist these medicines are still vaccines, then one must also admit they are not overly effective at stopping infection/ transmission eg <50%, far less. And therefore, no justification for mandates at all in the case of covid.

Carrot and stick are fine as you suggest, but only if a vaccine is available. Eg what are you going to do when your vaccinated child infects my unvaccinated one? This scenario would not happen if you use a vaccine, but if it only claims to be a vaccine, this scenario would not be rare at alll, even expected going by data
