So he called me and I'm positive he is not the person he said he is. He could barely speak English.

GOOGLE him! Plus, Read his posts, observing if they have taken place over some time.
General stuff: Does he call you "dear" and assume you are or will be in a deep relationship, even though you have never even had coffee together?
Do some of his comments seem like he is "one-upping" you, trying to establish dominance?
Does he answer any questions you ask, (like "what have you been doing on your hobby lately? (a question that needs an exact answer!) Vaguely, or not at all?
