Worse, the Catholic Church is a monolith with vast resources & 'havens' all over the world. This issue should have been firmly, even forcibly, dealt with ages ago. Even if first offenders were sent to seminaries or monasteries for extensive treatment, they at least would have been out of circulation. To deliberately send them to another diocese to continue their behavior was complicit & a case of aiding & abetting!
