Trick question. Obviously, it was both since it was people who believed in gods and for whom the gods was a motivating force in their decision to build.

If there was a god why did it allow thousands to be enslaved and die in the building of the pyramids.

To be clear, I don't believe in god, but the story of slaves building the pyramids is just a myth. [usnews.com]

Thousands may have not died in pyramid building. It is now suspected that building the pyramids were not built by slaves, but by farmers and others in off seasons much like a government work program.
