A little more detail would be helpful. How did you arrive at this conclusion? My guess is that when a gift is given by someone who has already been asking for a relationship, or someone who picks one person out of a group (as was very well said by another commenter, below), and there is no relationship beyond that of co-worker, then that might be part of a pattern of harassment.

If you have an office that’s full of men and I choose to give a gift to only one of them. Could that not be construed as hitting on him?

Things are becoming very confusing I am just glad I am not dating anymore.

I think gift-giving in the context of a relationship is a very different thing from a gift from a co-worker, especially a co-worker that you have no friendship or personal relationship with.
