"In the Minutes of the General Assembly of Bukovina, the following observations were made which formed the basis of the union of Bukovina with Romania, as it appears in the State Archives of Bucharest: "At the foundation of the Romanian Principalities, Bukovina, which comprises the old provinces of Suceava and Chernivtsi, has always been part of Moldavia, which has become a state around it; Inside the borders of this country are the old prince throne of Suceava, the princely tombs of Radauti, Putna and Sucevita, and many other traces and precious memories from Moldavia's past; In 1774, by deceit, Bukovina was torn from Moldavia's body and by force attached to the Habsburg crown; For 144 years, the Bukovina people endured the sufferings of a foreign rule, which disregarded the national rights. " Also on November 28, 1918, the General Assembly of Bukovina announced the powers of the Entente that the inhabitants of this territory decided to return to the old borders, respectively to the Kingdom of Romania, "in the virtue of the rights of the peoples to decide by themselves their fate".
" În procesul – verbal al Congresului general al Bucovinei au fost menţionate următoarele observaţii ce au stat la baza unirii Bucovinei cu România, după cum se arată în Arhivele Statului Bucureşti: „La fundarea Principatelor Române, Bucovina care cuprinde vechile ţinuturi ale Sucevei şi Cernăuţilor, a făcut pururea parte din Moldova, care în jurul ei s-a închegat ca stat; În cuprinsul hotarelor acestei ţări se găsesc vechiul scaun de domnie de la Suceava, gropniţele domneşti de la Rădăuţi, Putna şi Suceviţa precum şi multe alte urme şi amintiri scumpe din trecutul Moldovei; În 1774, prin vicleşug, Bucovina a fost smulsă din trupul Moldovei cu de-a sila alipită coroanei habsburgilor; 144 de ani poporul bucovinean a îndurat suferinţele unei cârmuiri străine, care îi nesocotea drepturile naţionale”. Tot la data de 28 noiembrie 1918, Congresul General al Bucovinei a anunţat puterile Antantei că locuitorii acestui teritoriu au decis să revină la vechile hotare, respectiv la Regatul României, „în virtutatea drepturilor popoarelor de a-şi hotărî singure soarta”.
