It's totally legal to raise money for a cause, and it's just as legal to donate it to the government. But here's the catch... Under Federal law all monies donated to the government must be placed in the general fund and cannot be earmarked for specific projects. Only Congress may appropriate funds for specific purposes.

Good, let stupid people spend their money for a stupid cause. Maybe they can collect $5 billion and we will be done with this asinine issue.
