Most of those "owners" are actually locked into 'rent-and-buy' arrangements with mortgage companies, and banks.

@davknight And eventually the house will be paid off. If a house cost $1000, I would buy one today. Banks finance things you can't afford today. Cars, houses, college degrees. This is what we call "capitalism".
