Does anyone have experience with adoption from the foster care system. Perhaps specifically not being foster parent first, just adopting straight out of the system? Looking for insight into the process. I'm attempting to, and I don't know if it really is this incompetent or if it is dishonest.

In my county, you have to foster first, and you have a higher probability of placement if you are willing to accept a sibling group, disabled child, minority child or behavior challenged child.
