These Bible belt, religious laws are insanity. I believe this bill was made to show how absurd the opposite control over a woman's choice is being legislated.

I believe Dawkins pointed out that since any egg & sperm have the potential to become a human being, any fertile person refusing to have intercourse is preventing a possible human life. There's a theoretical argument to be made for mandatory sex under the Xians' standards.
