In preparation to better understand Mueller's testimony before congress I actually red the Mueller Report.

Basically, in Part 1, he tells about hwo the Trump campaign lied about the contacts with Russian officials, and how the campaign supplied polling data and election strategy to Russian officials. However, he also explained that the evidentiary requirements fore proving conspiracy are very high, and even with what ocurred, there was nto enough evidence to actually make enough of a case to bring charges of conspiracy (what the media referred to as "collusion" ). Most of the problems were the issues that individuals needed to be aware that they were breaking the law, which wasn't provable. If they do it again in 2020 though, because of the investigation itself, it is reasonable to argue that they now have knowledge of the laws against taking such actions in the future. Ignorance only works as a defense only once.

In part two, which dealt with Obstruction of Justice, the evidentiary rules are nowhere as onerous. So, Mueller laid out ten instances where a case coudl be made for obstruction of justice. Ironically it was Trump actions to try to stop the Mueller Investigation which made him personally under investigation. Had he let the investigation run its course, takign no actions, there would be no cases for Obstruction. If Trump's aides and staff did not refuse to carry out Trump's instructions and orders, Then Trump would most likely be under charges of impeachment right now for Obstruction of Justice.

I find it wierd that a Department of Justice memo written when Nixon ws president has determined whether or nto a sitting president can face criminal charges. It has never been tested in teh courts and never passed by congress, but was written by a bureaucrat of the Nixon administration to protect Nixon from beign criminally prosecuted. My personal opinion is that nobody is above the law and all should be held accountable... even the president. We do have a Vice president who can run things if a siting president is occupied with defending criminal charges. Of course the Nixon thing comes up again, as his Vice president Agnew was also under investigation for corruption.
