Lots of old customs are no longer socially acceptable, this one seems to be a particularly inappropriate one.
In the UK I can recall when swatting a child on the buttocks was considered a sign of affection from an older person, even a stranger, as was pinching, slapping and tweaking.
Glad people keeping their hands to themselves is now the norm and pain is no longer thought to be affectionate.
