In America do you have a referendum if there is a push to amend the constitution?

No, The issue is taken up in Congress and requires a two thirds vote by both houses and ratification by three fourths of the states. Another way that has never been used, is for two thirds of the state legislatures to call for a convention of states and at that convention, three fourths of state delegates must approve the amendment.
As a federation of states, ultimate power rests with those states. They could change the constitution in any way they chose, or decide to disband.

@davknight Mine too. Bad outcome in some ways but long-term maybe it was for the best. That conflict certainly weakened the federation concept. What kind of federation is it where you can’t withdraw?
