Please help me understand Tulsi Gabbard's "present" vote in the impeachment of Donald Trump? Can anyone help me understand the thought process she must have undertaken?

@Bigwavedave Those of us who voted for Tulsi do not understand why she is giving up her seat in the House to run for President. What does that achieve for her future, and how can not being a Representative help Hawaii in the way she was helping? Now that seat will be open for Republicans too, who are trying to grab anything they can get in Hawaii. Everyone I know does not understand Tulsi.
@AnonySchmoose The problem I have is with the ad blocker wrapper, which disabling javascript prevents from showing up. I don't use an ad blocker, I use privacy protection features.

@Bigwavedave No, Hawaii has two congressional districts, which are dominated by Democratic voters. There are some growing pockets of Republican voters, and they are a threat to Democrats during elections, and occasionally win, but not most of the time.
