Feel free to reply to any comment by clicking the "Reply" button.It's very simple: users at the first few levels are limited in how many users they can contact and their posts have to be moderated by users at higher levels before appearing on the site. This prevents spamming and abuse - as a free website, it'd quickly be flooded with spammers and trolls if anyone could post anything they wanted as much as they wanted as soon as they joined. The lack of spamming and abuse shows that it works!
