They tried to blame the failure on the green energy sources. In reality was a lack of expenditure on the entire energy infrastructure. It was a way to shift the disaogue and the blame. They cut too many corners and took too many short cuts. Typical Texas move.
I must be missing the reference. Could you explain what you mean?

The Governor (Abbott) and Rick Perry blamed the wind turbines, which only generate 18% of Texas' energy of causing Texas' present crisis. When in reality is was the freezing of natural gas in the pipelines and frozen coal, which combined, provide 60% of the states energy supply. While their Senator abandoned his constituency to freeze while he flew to the Ritz Carlton in Cancun, Mexico.
