Let me see if I understand your point. Taxation (any form) and IDs (numbering a thing to make easier to keep track of) was created by and is perpetuated by agnostics and or atheist AND this was predicted by your Holy Scripture?

@DaCrusher I am not specifically saying "was created by and is perpetuated by agnostics and or atheist..." and "AND this was predicted by your Holy Scripture" It is my MY holy scripture, it comes from biblical text.
