Typical dictatorship. Crack down even harder when people protest from too much abuse from the leader. Seems that was the cause of the Iranian revolution which was meant to bring down the Shah. This crackdown and a miserable economy are the prime seeds for another major revolution.

Apparently girls schools in Iran are having a huge problem with parents keeping their daughters home from school, because of incidents exactly like this.
I cannot understand the mentality of a person who would do such things, but I assume it is fear, utter fear of change and a loss of male power.
