Senate Republicans authored a majority of amendments to two proposed rules packages for the Legislature, saying that they’re hammering down on the push to increase transparency on Beacon Hill.

The amendments, which are aimed at providing more time for lawmakers and the public to review legislation, build upon a rules proposal for the 2023-24 legislative session released by the Senate’s Temporary Rules Committee last week.

Senate Minority Leader Bruce Tarr said the changes are aimed at improving “the transparency and accountability of the legislative process,” adding that the public and lawmakers “deserve to have as much information and enough time” as possible to review pending legislation.

Amendments were filed for two sets of rules that will be debated by senators on Thursday: joint legislative procedures for House and Senate interactions and rules governing internal operations of the Senate.

For the joint rules proposal, Tarr filed amendments that would require conference committee reports to be filed by 5 p.m, at least 72 hours between the filing of a report and a potential vote by the House and Senate, and the public posting of those reports within 30 minutes of being filed by committee, his office said.

Tarr also authored an amendment that would require the public disclosure of procurements greater than $10,000 by either the House or Senate, via a posting on the Open Checkbook website by the state comptroller.
