And of those who obey when told to use Robert’s Rules of Order and don’t read it.

Very little in government would get done without using Robert's Rules of Order. But yeah, few people actually read it, and so often procedures are not always proper or done correctly.

Henry M. Robert, for his earliest editions, used his understanding of what Thomas Jefferson and another man named Cushing wrote about the early Congresses.
