Because they dangerously psychologically defective, and quite unfit to serve as a policeman.
I have no idea where or when this happened, but it is certainly appalling.

It was in Miami. He was a Miami-Dade police officer. He grabbed her by the hair and began whipping her with his belt. He was arrested.
@ThinkingFree And he was employed as a cop? His employer needs to be punished.
