Why do these road cones have crosses?

Been seeing these around town. Anyone know why they're marked this way? They're not near churches, they're in the middle of city streets.

That looks like something from the Knights of Columbus. Not identical to their shield, but similar.

Do they appear to be serving an official function?

That's the first thing I thought of too. But I googled their logos and didn't see a match. They're around small squarish patches in the middle of residential streets in a small city. Not all over town. I've seen unadorned cones around.
