Invariably, at the end of any fiscal quarter, hospitals would have still-born babies for whom they would provide Above & Beyond treatments that miraculously balanced their budgets. He said it was predictable, incredibly hard on those parents because it built up hope, and Blue Cross could not stop the practice - they just had to write the checks.
