Even if the Mitch McConnell refuses to bring it to a vote, it still puts it out there that it's all on the Repubs to do something to earn their pay.
I never realised, before trump, that the US president had so much power. Much more so than the prime minister here in the UK has, and that's too much!
Previously, US presidents were constrained by a sense of societal norms and accountability to the media and other oversight institutions.
