This is a con. They cut payroll taxes, and then Social security will come up short on money, which will give them an excuse to cut social security, which will be the beginning of their (republicans) destroying it completely.
You don't implement a permanent solution to wha tis essentially a short term problem. Especially when you know ti create long term problems down the road.
