He is setting it up so that if things go badly at the state level, in each state, the governor there will get the blame from the residents of that state, instead of Trump, in Nov.. On the other hand, if things go well in particular states as far as the virus, Trump will be glad to claim most of the credit. I am betting that most of the governors, red or blue, have figured this out and will lead in their own states according to what will help get them, not Trump, re-elected, since the voters in their state will blame them, not Trump, if things go badly in their state.
